Feng Chen grew up in Hangzhou, China. She completed her graduate studies at Cornell University, majoring in public administration. While at Cornell, Feng worked on an international capstone project and designed a strategic establishment plan for the Center for Regional Development at Universidad Catolica de San Pablo in Arequipa, Peru. After her graduation, she was responsible for program monitoring and evaluation at Horton’s Kids, a non-profit which helps underprivileged children located in Anacostia, Washington DC. Before attending Cornell, Feng studied public administration at Hangzhou University of Science and Technology in Wuhan, China. During her undergraduate studies, she conducted research on domestic economic and social development, and also worked with a number of organizations in the public sector. Feng interned with the Institute of Public and Environmental Affairs in Beijing, where she raised awareness of environmental issues by collecting pollution data and showing the results on an e-map.
