About: The Access Project transforms the health of rural communities by working at all tiers of the health care system. We operate in 86 health centers in six districts across Rwanda, serving over two million people. We strengthen the core management skills of health care providers by implementing a set of interventions in such critical domains as supply chain/pharmacy management, finance, data collection and analysis, information technology, and human resources. We identify the gaps in health infrastructure and fill them, and to date have built five new state-of-the art health centers which are entirely funded and managed by the Ministry of Health. Finally, we use technology and training to move the needle on maternal and neonatal health outcomes. Ultimately, our goal is to transform rural public health centers into financially viable, sustainable centers of excellence that provide top-quality primary health care.
Position Overview: The Management Fellow will serve as advisor to help the Access Project field-based staff to refine and hone health center-based management interventions. He/she will provide Monitoring & Evaluation analysis and oversight to improve the project’s health system strengthening efforts. He/she will also build the technical capacity of project staff, including but not limited to technical, quantitative, analytical, and organizational skills.
Responsibilities:
- Prepare and standardize program action plans and budgets
- Assess management systems at the district and health center level, including supply chain management, budgeting, forecasting, strategic planning, and reporting, and work with staff to develop strategies to improve those systems
- Work with staff to develop and streamline management intervention tools across six interventions districts
- Developing and improving data collection and management systems at the district, health center, and/or hospital level, with a focus on key health indicators, ensuring regular, high-quality data collection and analysis, and timely, strategic response to reporting
- Devising or improving systems for management of drug and equipment supplies, including forecasting, procurement, and distribution
- Working at the district hospital and health center level to evaluate and improve systems these facilities use to manage and organize their finances and accounting
- Working with mutuelles (local community-based health insurance schemes) to create management systems designed to ensure that the population has financial access to health services
- Provide oversight on monitoring & evaluation systems, including assisting with data collection and analysis, revising current M&E tools, and using data-based information to inform interventions and outcomes
- Work with team to develop M&E systems for major maternal and child health project, including analysis of technology-based tools for health and new training methodologies
- Build technical capacity among Access Project team, including but not limited to Excel fluency, analytical capabilities, accounting skills, and planning capabilities
Required Skills and Experience:
- A degree in a related field such as public health, business management, finance or project management and planning
- Prior exposure to global public health and/or development issues in Africa or other resource-poor settings
- Experience in Monitoring and Evaluation systems and implementation
- Experience in developing data analysis and collection tools
- Experience in budgeting and reporting
- Strong interpersonal skills and excellent communication skills: verbal, written, listening, presentation and facilitation
- Business, management, or finance experience
- Prepared to travel extensively in-country
- Ability to easily work and live in rural, low-resource settings and demonstrate flexibility in unexpected situations
Preferred Skills and Experience:
- Ability to work smoothly as part of a team, but also capable of working independently and taking self-initiative, without significant oversight
- Extraordinary flexibility and innovation in unexpected situations
- Comfort in teaching/training role
- English proficiency and ability to work in French
- Fluency in the Microsoft Office Suite (Word, Excel & PowerPoint); experience in QuickBooks is a plus
- Master’s in business administration
Living Conditions: Fellows will be provided with housing, health insurance and a living stipend of $650/month. Fellows will also receive an award of $1500 upon successful completion of the fellowship year. Flights to and from the placement site and all other costs associated with GHC programming are included. The Project will rent appropriate, furnished housing for the fellows in their district of operation, and provide work-related expenses such as telephone and in-country work related travel expenses during the fellowship.
