Placement Organization: Health Poverty Action

About: Health Poverty Action (HPA) is a British organization that has been operational in Rwanda since 1998 (known then as Health Unlimited). Health Poverty Action has been implementing sexual and reproductive health focused projects and one project that supported local Civil Society Organizations to monitor the implementation of the Rwanda PRSP health component. Health Poverty Action has recently expanded its programming focus to support youth sexual and reproductive health, water and sanitation, and gender issues.

Position Overview: The fellows with Health Poverty Action in Rwanda will be involved with data collection, research and analysis as well as community outreach and training sessions in order to maximize our impact on improving health levels in our target community.

Responsibilities: The Strategy & Evaluation Specialist has three primary functions: (1) to lead on all data collection and data screening with regards to HPA programs, (2) to develop strategic orientation, project proposals in line with findings from the collected data, and (3) to train local staff on data collection and data analysis techniques as well as reporting and strategic planning. This work entails further responsibilities, outlined below.

  • Review and adapt M&E tools to monitor new projects in the local context
  • Prepare, monitor and update the Situation Analysis, Country Programme integrated monitoring, evaluation and research plans (IMEP) and systems
  • Conduct country program preparation, annual reviews, mid-term reviews, annual work plan meeting
  • Analyze and evaluate data to ensure achievement of objectives; recommend corrective actions, when necessary
  • Provide technical advice to programme staff, government officials and other counterparts on planning and management of integrated monitoring and evaluation
  • Design data collection methodologies and research related to programme interventions
  • Conduct research and data analysis, including quality assurance and capacity building
  • Introduce new approaches and methods to programme monitoring and evaluation; liaise with field operations unit and provide technical guidelines
  • Assess trends and measures outcomes relating to achieving MDGs and update the Country Programme database to present disaggregated data
  • Select and disseminate statistical results from the Situation Analysis to national and local levels
  • Contribute relevant data and needs based indicators to ongoing Proposals

 

Required Skills and Experience:

  • Fluent spoken and written English and French
  • Ability to communicate effectively to varied audiences, including during formal public speaking
  • Ability to work effectively in a multicultural environment
  • Experience in setting high standards for quality of work and consistently achieving project goals
  • Proven good leadership and supervisory skills; co-ordinating group activities, ensuring that roles within the team are clear
  • Able to analyze and integrate potentially conflicting numerical, verbal and other data from a number of sources
  • Experience in translating strategic direction into plans and objectives
  • Demonstrates and shares detailed technical knowledge and expertise
  • Commitment to working with marginalized people, including in isolated, remote areas

 

Preferred Skills and Experience:

  • Qualification in Public Health/Environmental Health/Project management

 

Living Conditions: Fellows will be provided with housing, health insurance and a living stipend of $650/month. Fellows will also receive an award of $1500 upon successful completion of the fellowship year.  Flights to and from the placement site and all other costs associated with GHC programming are included. The organization will provide access to the internet, and will provide a monthly telephone airtime according to HPA rate.  Fellows will have access to vehicle and motorbikes for any work related transportation required.]
