About: Management Sciences for Health is a not-for-profit international organization that has for over 40 years been working with country leadership in over 70 countries and local CSOs to improve the health of the most needy people. MSH’s mission is saving lives and improving the health of the world’s poorest and most vulnerable people by closing the gap between knowledge and action in public health.

MSH priority health areas are: HIV and AIDS and tuberculosis; maternal, newborn and child health; family planning/reproductive health; malaria and communicable diseases; and chronic non-communicable diseases. In addition to supporting HIV/TB service delivery, the STAR-E project has a national mandate to institutionalize and support the application of Lot Quality Assurance Sampling (LQAS) in all districts of Uganda that host USAID-funded implementing partners (IPs) supporting delivery and improvement of social services.

The USAID-funded STAR-E project focuses on the strengthening TB and HIV response in Eastern Regions of Uganda along with an LQAS institutionalization component all over the country. The latter component is devoted to advancing the practice of LQAS in the social sectors for monitoring across the country and is referred to as STAR-E LQAS.

 

Position Overview: The primary goal for this position is to support the analysis of the Lot Quality Assurance Sampling community district survey data. Specifically, the deliverables are reports on selected indicators tracked by the district LQAS community surveys. The expectation is that this effort will contribute to STAR-E LQAS’s goal of demonstrating the cost-effectiveness of LQAS methodology.The Lot Quality Assurance Sampling component is devoted to advancing the application of LQAS in the social sectors across the country. Therefore, this component focuses on establishing the necessary conditions for institutionalizing LQAS within the country so that the social sectors may improve their M&E system complementing the routine information systems to support district level implementation.

 

Responsibilities:

  • Liaise with central level institutions on data analysis
  • Report use of the data for central level monitoring, planning and policy assessment
  • Support the development of district level data management and reporting systems under the guidance of the Statistician/Database Manager
  • The fellows will be involved in data mining and analysis in collaboration with STAR-E LQAS MSH team and the partners (LATH)
  • The role will include the use of MSH’s database of Lot Quality Assurance Sampling surveys carried out in Uganda since 2003 with the current district surveys, since 2009, undertaken with technical support of MSH and Liverpool Associates in Tropical Health (LATH)

 

Required Skills and Experience:

  • Communication (oral and written) and report writing skills
  • Proficiency using MS Office (Word, Excel, Access, PowerPoint)
  • Data collection, validation and/or analysis experience
  • Strong interest in global public health
  • Ability to work in a team environment, but with self-sufficiency and self-motivation
  • Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation and facilitation
  • Fluency in spoken and written English
  • Ability to multi-task: flexible and capable of working under pressure and tight deadlines with demonstrated ability to prioritize across multiple projects and relationships

 

Preferred Skills and Experience:

  • Master’s Degree in Statistics or Population Studies or Social Work and Social Administration or Sociology
  • Training or experience in Public Health
  • Previous experience with LQAS is an added advantage
  • Knowledge about HIV/AIDS to be able to interpret the indicators
  • Experience in the implementation of surveys
  • Computer literacy and familiarity with data entry and database management

 

Living Conditions: Fellows will be provided with housing, health insurance and a living stipend of $550/month. Fellows will also receive an award of $1500 upon successful completion of the fellowship year.  Flights to and from the placement site and all other costs associated with GHC programming are included.
