About: Afya Mzuri’s ambition is to be recognized as Zambia’s leading expert in behaviour change, community empowerment and knowledge management for health.  Our mission is “to contribute to the national health response through empowering people and communities to adopt healthy behaviours through innovative and participatory approaches.”  We are currently local implementing partners on four USAID-funded programmes:  Communications Support for Health (CSH), Corridors of Hope (CoH III), Local Capacity Building Programme (LPCB) and Zambian-Led Prevention Initiative (ZPI).  We also continue to strengthen our partnership with GIZ who are currently supporting the expansion of our Health & Wellness Workplace Programmes.

Our five draft strategic objectives for 2013-2016 are as follows:

  • To enhance our expertise and level of service provision in KNOWLEDGE MANAGEMENT
  • To build strong brand recognition and VISIBILITY for Afya Mzuri

  • To create a HIGH PERFORMING organisational culture that is able to attract and retain top talent

Two further ‘cross-cutting’ imperatives for the organisation are:

  • To ensure the organisation’s long-term SUSTAINABILITY and financial viability beyond current programmes
  • To ensure GENDER issues are mainstreamed into all our programmes and organisational activities

 

Position Overview: The Senior Monitoring & Evaluation Specialist will work directly with our M&E Manager and program staff, reporting to either a Director of Programs or the Executive Director.  The fellow will be responsible for program quality and evidence-based impact analysis, as well as for developing and implementing a strategic M&E framework for the organization.

 

Responsibilities:
Primary Goals

  • This position holder will be responsible for making a significant contribution to two of the organisation’s key strategic objectives and both of its priority cross-cutting issues:
    • To maintain and enhance our reputation as a leading HIV PREVENTION service provider
    • To create a HIGH PERFORMING organisational culture that is able to attract and retain talent
    • To ensure the organisation’s long-term SUSTAINABILITY and financial viability beyond current programmes
    • To ensure GENDER issues are mainstreamed into all our programmes and organisational

Key Deliverables

  • Oversee the production of quality, innovative and impactful reporting – at both programme/donor and organisational levels.
  • Provide evidence-based impact analysis of our programmes – for quality assurance and informing future programming
  • Embed documentation of Most Significant Change and success stories as a way of working across the organisation
  • Build organizational capacity in Monitoring & Evaluation – at both HQ and site levels
  • Develop a strategic organizational M&E framework, including the development and implementation of a Balanced Scorecard / Dashboard
  • Make a significant contribution towards the organisation’s business development and resource mobilization efforts
  • Ensure gender issues are being mainstreamed into all our programmes and organizational initiatives

Expectations

  • Act as a counterpart for our M&E Manager, building her capacity as an M&E expert
  • Build organizational capacity in M&E – at senior, middle & site levels
  • Work closely with every member of the Senior Management Team – building M&E capacity at programme, finance & admin and executive levels

 

Required Skills and Experience:

  • Postgraduate/Master’s-level qualification in relevant discipline
  • Significant professional working experience – in the private, public and/or non-profit sectors
  • Outstanding verbal and written communication skills in English – with a proven track record in reporting, documentation and public presentations
  • Strong interpersonal skills with a  proven track record of working with people at all levels – from senior executives to communities
  • Strong computer literacy – including use of analytical software
  • Proven research and analytical skills

 

Preferred Skills & Experience

  • 3+ years working in Monitoring & Evaluation preferred
  • Relevant qualification(s) and experience in public health
  • Experience working in a senior-level position
  • Experience working with large-scale donor funded programmes in the health sector – specifically with USAID
  • Proven track record of capacity building in M&E – at individual, community and organizational levels
  • Experience developing and implementing organizational balanced scorecards / dashboards
  • Experience working in Gender Mainstreaming
  • Experience in business development and/or resource mobilization e.g. contributing towards proposal writing, generating and tracking new opportunities
  • Ability to combine both strategic thinking and an attention to detail

 

Living Conditions: Fellows will be provided with housing, health insurance and a living stipend of $650/month. Fellows will also receive an award of $1500 upon successful completion of the fellowship year.  Flights to and from the placement site and all other costs associated with GHC programming are included.
