Position Overview

Abt Associates seeks a Monitoring and Evaluation (M&E) Officer who will be responsible for a range of inputs to the project’s M&E activities. The M&E Officer will focus in particular on the project’s support for direct grants to the MOH from the Swedish Embassy, USAID, and DfID (the development agency of the United Kingdom). These grants are part of a program referred to as the Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RHNCAH&N) Continuum of Care Program. The M&E Officer will provide support on all aspects of monitoring and evaluation for the Continuum of Care team, but will focus specifically on building skills among team members in data production, data interpretation, and use for program and district management. This position will collaborate with the RMNCAH&N Senior Program Manager and the Senior Manager for M&E. He or she will mentor and coach RMNCAH&N personnel who work in six provinces to provide technical assistance to 75 districts that will implement activities with direct donor funding.

About

The USAID Systems for Better Health (SBH) project is a five-year project implemented by Abt Associates in collaboration with the following partners: American College of Nurse-Midwives (ACNM), Akros, Inc., BroadReach Institute for Training and Education (BRITE), Initiatives, Inc., Imperial Health Sciences (IHS), and Save the Children. The goal of SBH is to improve health outcomes for Zambians by strengthening systems that underpin the delivery of high quality health services, and increasing the utilization of high impact health interventions at district and community levels. The expected outcomes of the activity are:

  1. More effective national level health stewardship
  2. Improved capacities of provincial and district health teams to manage health programs and deliver quality health services
  3. Increased quality and availability of priority health services at the community level in targeted districts
  4. Increased utilization of key public health interventions

The project has the following specific objectives:

  • Retention of patients on antiretroviral therapy (ART) increased to at least 85 percent in targeted districts
  • Couple years of protection increased by 10 percent in targeted districts
  • Proportion of deliveries with assistance from a medically trained provider increased by 20 percent in targeted districts
  • At least 80 percent of children aged 12 to 23 months fully immunized in targeted districts

Responsibilities

  • Support the development of the activity monitoring and evaluation plan for a large, new project activity, including assisting with possible baseline assessments for new districts
  • Design monitoring strategies and tools which help the project to demonstrate PHO and DHO improvement in the use of MOH management systems as a result of the project’s technical assistance
  • Help to design other monitoring approaches to gauge the impact of the project’s technical assistance
  • Assist in the collection, analysis, and presentation of MOH, HMIS, and SBH program data for Ministry personnel, program staff, partners, and donors
  • Assist in collection, analysis, and presentation of program data for staff members, partners, donors, and for monthly, quarterly, and annual program indicator reports.
  • Prepare monthly, quarterly, and annual program indicator reports for various audiences and sharpen the skills of SBH project personnel on doing similar reports.
  • Assist to design and produce standard scorecard or other visually appealing HMIS reports on the DHIS2 platform which provinces and districts can use for quarterly performance review meetings
  • Develop or refine innovative approaches, processes, tools and platforms which will to attract program personnel to use data on routine basis for planning and decision making.
  • Mentor and coach SBH project personnel seconded in eight provinces to strengthen use of data for program and performance management
  • Create a database which assists project managers to compile and analyze weekly and monthly activity reports from provincial personnel,
  • Develop a monitoring system to support rapid response and routine feedback from central office to provincial offices based on review of monthly reports
  • Facilitate supervision of and training for health facility reporting in target districts

Skills and Experience

  • ​Bachelor’s degree*
    • Preferred: Bachelor’s degree in bio-statistics, epidemiology, public health or other relevant field 
  • At least one year of professional experience* 
  • Experience in design and use of instruments for collecting, managing and reporting data, including creating and using databases and spreadsheets* 
  • Strong computer skills, including Microsoft Office suite*
  • Excellent verbal and written communication skills*
  • Ability to work well with others in a team environment*
  • Experience working on a USAID or other donor-funded health systems strengthening project
  • Skill in the use of the District Health Information System2 will be a distinct advantage
  • Experience writing reports
  • Willingness to travel
  • Detail oriented and high standards for the quality of work
  • Strong organizational and analytical skills for monitoring and reporting on the health impacts of program activities and studies
