Role Overview

The Quality Assurance Specialist will provide technical expertise and support in matters regarding health services quality assurance and accreditation of health facilities, under the Unit of Health Services and Quality Assurance, and in the Directorate General of Clinical and Public Health Services. Bringing expertise in program or policy design/implementation, research or evaluation, and/or quality improvement or assurance, s/he will help the Ministry of Health (MOH) define and be accountable for delivering a safe, high-quality service at all levels of care in Rwanda. The Specialist will provide support to ensure that universal health coverage is built on high quality care systems at all levels and build the capacity of Rwandan Health Systems to measure and report on quality of care.


Gather information and evidence to improve the quality of health care service delivery and outcomes:

  • Conduct research and system mapping to identify internal and external catalysts for quality
  • Keep abreast of evidence and best practices regarding strategies to establish and sustain a health professional workforce with the capacity and capability to meet patient satisfaction with high-quality care; make recommendations for improvements based on these learnings
  • Identify measures to reduce maternal and newborn morbidity and mortality and improve access to care, informing a sustainability plan for the health system
  • Support the development of key comprehensive quality improvement impact indicators
  • Identify opportunities to cultivate a culture of research and evidence-driven decision-making
  • Evaluate and use measurement tools for quality and safety
  • Provide support in developing and updating training manuals for quality improvement and its management

Help design, implement, and oversee the Rwanda healthcare accreditation system:

  • Support effective management of the accreditation process and evaluate the use of standards
  • Help translate Rwanda’s National Policy for Quality and Accreditation of Healthcare System to guidelines and recommendations; provide expertise and support to align interventions with these guidelines
  • Provide technical expertise in developing and updating of standards, policies, procedures, and of healthcare and health services for both public and private health facilities at all levels
  • Provide support in developing and updating training manuals for accreditation and its management
  • Ensure that there is a process for integrated facilitation of health facilities in the health sector, and that status reports are available

Skills and Experience

Items indicated with an asterisk (*) are required
  • Bachelor’s degree*
    • Preferred: Master’s degree in health care management, public health, research, statistics, economics or other social science, or related field
  • Research background, e.g. conducting literature reviews and/or policy analysis*
  • Previous experience with monitoring and evaluation (e.g. identifying and monitoring success indicators), quality improvement (e.g. piloting changes to improve processes or outcomes), and/or quality assurance projects (e.g. developing checklists or compliance reports to ensure adherence to guidelines)*
  • Demonstrated project management skills with the ability to ensure internal and external collaborators achieve a time-bound goal or project*
  • At least four months of experience living or working in a developing country, especially in policy or health service delivery
  • Working proficiency in French
  • Previous experience developing or delivering training materials
  • Willingness to travel
  • Familiarity with quality assurance practices in low-resource settings
  • Familiarity with the Rwandan healthcare system
  • Familiarity with hospital accreditation practices, particularly in sub-Saharan Africa
