Based in Livingstone, Zambia, Edward Sibeene serves as Monitoring and Evaluation Manager at On Call Africa, where he works closely with local stakeholders to understand community health priorities and design culturally sensitive, responsive programs. By incorporating community feedback into initiatives, he fosters trust and collaboration that improve health outcomes and strengthen local health systems.

Edward’s commitment to public health has been shaped by diverse professional experiences. From 2022-2024 he co-led the Art Beyond Schools Adolescent Mental Health project, securing a $280,000 grant from Grand Challenges Canada to develop a comprehensive program model. In this role, he trained adolescent health focal points and community health workers in therapeutic art techniques, increasing access to mental health services for youth. Additionally, as Monitoring & Evaluation Manager at the Contact Trust Youth Association, he established tailored data collection systems that enhanced project decision-making and reinforced the importance of evidence-driven approaches.

In his current role, Edward has successfully developed and implemented a comprehensive M&E framework for On Call Africa’s health programs, engaging facility staff, community health workers, and residents to ensure relevance and effectiveness. He has also led capacity-building workshops to strengthen staff and stakeholder skills in data collection, analysis, and health systems management. These efforts have fostered a culture of accountability and continuous improvement, resulting in stronger community health initiatives and better tracking of outcomes such as vaccination rates and maternal health indicators.

Deeply committed to health equity, Edward advocates for inclusive policies and ensures that rural residents have equitable access to quality healthcare. He draws inspiration from Nelson Mandela: “What counts in life is not the mere fact that we have lived. It is what difference we have made to the lives of others that will determine the significance of the life we lead.”
