Emma Strauss is a Health Insurance Specialist at the Centers for Medicare & Medicaid Services (CMS), where she works on the development of Medicare Advantage and Part D payment policy. Prior to her return to CMS, she served as the Public Policy Manager for On Lok, a family of nonprofit organizations with the common mission of empowering older adults to age with dignity and independence. At On Lok, Emma advanced organizational priorities related to the Program of All-Inclusive Care for the Elderly (PACE), aging, and long-term care, and led the development and launch of two new programs providing comprehensive care management and medically-tailored meals to Medi-Cal beneficiaries with complex care needs in San Francisco. Emma's previous service at CMS included roles in the Office of the Administrator and the Center for Consumer Information and Insurance Oversight. She holds a Master's in Public Health from the University of California, Berkeley and a bachelor’s degree from Georgetown University.
