Isaac Mutabazi was born and raised in a refugee camp in Uganda. He went to high school in Uganda before entering his home country, Rwanda, for the first time after the 1994 genocide. He completed his undergraduate studies in Rwanda in Civil Engineering and Environmental Technology at the Kigali Institute of Science and Technology (KIST). After graduating, Isaac worked at the Kigali City Council as a building and infrastructure inspector and later moved on to the Rwanda Public Procurement Authority (RPPA) where he honed his skills in public procurement over the last four years. While at RPPA, he obtained a Scottish scholarship to carry out graduate studies in Construction Enterprise Management at the University of Dundee in Scotland, UK.
