Jeffrey was born in Haiti and grew up in Mount Vernon, New York. He completed his undergraduate studies at the University of Pennsylvania, where he was a University Scholar and majored in Economics, Health Care Policy and Management and Legal Studies from the Wharton School of Business. While in college, Jeffrey conducted research on health care for vulnerable populations and hospital care. Several of his research projects included assessing advanced trauma life support and trauma education worldwide, evaluating the financial viability of health retail clinics in the US, and examining the pension liabilities and state of Medicare in New Jersey and Pennsylvania with the Fels School of Government. Jeffrey's motivation for public health stems from the 2010 earthquake in Haiti that personally affected his family. He mobilized campus leaders to respond and support the country through fundraisers and campus vigils. He was awarded the Student Award of Merit from the Board of Trustees and Malcolm X award for his campus leadership. He interned in health care investment banking via Sponsors for Educational Opportunity. After GHC, Jeffrey intends to pursue graduate study in public health and policy.
