Role Overview
The Monitoring, Evaluation, Accountability, and Learning Specialist (MEALS) will collaborate with the programme teams to achieve On Call Africa’s (OCA) mission and objectives. The MEALS will provide monitoring and evaluation support to our WASH in Health Care Facilities work with WaterAid; Model Health Service package in partnership with the Ministry of Health (MoH); and our work with D-tree, MoH and AMP Health to develop national standardized Community Health Worker programmes. The Specialist will also provide other programmatic support like documentation of successes, knowledge translation, and the creation of presentations for MoH, partners, and for promotional purposes.
Responsibilities
- Assist with development and implementation of programme monitoring and evaluation activities, including data collection and performance monitoring plans
- Participate in programme planning team meetings
- Visit health facilities to monitor work and problem-solve issues with programme staff
- Oversee programmatic data collection
- Assist with the completion of funding reporting requirements
- Assist with the implementation of study protocols (recruitment, data collection, data quality audits)
- Assist with data management and analysis
- Assist with programme activities including training and quality improvement (QI)
- Create reports and presentations for MoH and partners
- Other duties as assigned
Skills and Experience
- Demonstrated experience improving processes or outcomes, ideally through quality improvement methodology*
- Demonstrated quantitative and/or qualitative data analysis skills, ideally used for research or program evaluation*
- Experience with data visualization using tools such as Excel or Tableau*
- Strong writing skills with experience producing reports, abstracts, best practices, impact stories, or other documents for technical and non-technical audiences*
- Experience planning or executing impact evaluations and/or research projects*
- Academic training in or professional experience with community-based initiatives, especially in a rural setting
- Experience with partnership/relationship management, acting as the main point of contact for donors, partners, or other key stakeholders
- Experience with mobile data tracking platforms, especially platforms such as Medic Mobile, Kobo, or DHIS2
- Previous experience in resource-limited settings*
- Self-starter with the ability to work with minimal supervision

About the Organization
On Call Africa is a small Scottish Charity that aims to strengthen rural health systems in Zambia. Established in 2010 by volunteer doctors and international development experts from the UK, the organization aims to improve access to healthcare in remote rural communities through mobile medical clinics run by UK doctors. Over the last ten years we have developed a more robust and sustainable approach to strengthening rural health systems.
We do this by improving access to quality health care as close to the home as possible through improvement of WASH in rural healthcare facilities; building capacity within the health system through the provision of training and resources (such as power, infrastructure, transport and quality improvement at rural health facilities); and the development of national standardized Community Health Worker (CHW) programmes. Our approach is tailored to the needs of each community that we work with. We aim to document and share learning from our community-led approach to health system strengthening.
