Role Overview

The Data Analyst will be responsible for designing, developing and administering data management solutions. The Data Analyst will lead the development and the implementation of all related data administration policies, standards and models, ensuring that MoH information systems are maximizing value, with a specific focus on point-of-care electronic medical records (EMR). They will liaise with the relevant departments and teams and build their capacity to ensure that the electronic tools deployed are easy to use, and consistently operational. They will also support the informatics team in maintaining the existing data systems and implementing new applications in mHealth (e.g. CommCare, React and Medic Mobile) and the EMR (i.e. OpenMRS).

Responsibilities

  • Acquire data from primary or secondary data sources and maintain databases/data systems
  • Identify, analyze, and interpret trends or patterns in complex data sets and present of findings to support strategic decision-making
  • Provide technical support for the development of dashboards, reports, and performance indicators based on existing data sources
  • Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems
  • Work with relevant MOH Departments to prioritize information needs
  • Design, construct, modify, integrate, implement and test data models and database management systems
  • Locate and define new process improvement opportunities
  • Collect and document user requirements
  • Design and develop database architecture for information systems projects
  • Conduct research and provide needed advice to the MOH regarding the selection, application and implementation of database management tools
  • Operate database management systems to analyze data and perform data analysis

Skills and Experience

  • Bachelor’s degree in biostatistics, Information Management, Information Technology, Statistics or any related field
  • Proven working experience as a Health Data Analyst or Business Data Analyst
  • Demonstrated technical expertise regarding data models, database design development, data mining and segmentation techniques
  • Proven strong knowledge of and experience with reporting packages (Business Objects etc.), databases (SQL, etc.), programming (XML, Javascript, or ETL frameworks)
  • Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS etc.)
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Adept at queries, report writing and presenting findings
  • Strong quantitative analysis skills with proficiency in statistical software – preferably STATA, but alternately another like R, SPSS, or SAS.
  • Experience with technical or academic writing, producing reports or other materials that summarize key findings.
  • Demonstrated project management skills with the ability to ensure internal and external collaborators achieve a time-bound goal or project.
