Organization Name: National Malaria Elimination Program
Location: Lusaka, Zambia
Eligible Citizenship: Zambia
Role Code: Z01-Nat

Role Overview

The program lacks qualified Entomologists who are key to implementation of Entomological Surveillance. As such to achieve the set targets on Entomological surveillance, recruitment of Entomologists or technical assistants in malaria entomology and vector control is critical. Therefore, the Ministry of Health recognizes the need for continuing the support to the programme through placement of GHC Entomological Surveillance fellows to support Entomological Surveillance and other vector control interventions. The key roles are:

  • Conduct needs assessment and establishment of sentinel sites
  • Capacity building of the Community Vector Collectors and Supervisors
  • Support the implementation of Entomological Surveillance and other vector control interventions
  • Support updating of vector control guidelines and plans for Zambia in consultation with local partners.

Responsibilities

  • Support and implement needs assessment and capacity-strengthening efforts to increase and expand the skills of local counterparts and field team technicians working towards ensuring the country undertakes high quality entomological monitoring activities.
  • Support updating of vector control guidelines and plans for Zambia in consultation with local partners. (IRS guideline, LSM guideline, LLINs guidelines, annual national entomological monitoring plan, Insecticide Resistance Monitoring and Management Plan (IRMMP).
  • Support the deployment of vector control in different settings of the country in line with the NMESP.
  • Collaborate on the development of an emergency response plan in view of Anopheles Stephensi threat, particularly in urban/semi urban areas;
  • Promote and strengthen local insectaries aimed at enhancing mass production of susceptible mosquito colonies to support contact bioassays and insecticide susceptibility tests in the country
  • Support training activities to malaria staff on vector control and entomology;
  • Provide strategic and analytical direction to entomology activities in collaboration with relevant partners.
  • Support the national technical working groups to develop/maintain integrated, data-driven vector control policy and an insecticide resistance management strategy and plan.
  • Train entomology technicians on maintaining mosquito colonies in an insectary, various and efficient field mosquito sampling techniques for both adult and larvae, on species morphological identification, preserving, storing and transportation of mosquito samples from the field to the insectary or entomological working sites aimed at ensuring knowledge transfer of technical skills to the provincial and district levels.
  • Participate in establishment and/or maintenance of entomological sentinel sites in selected districts as per the approved national malaria elimination strategic plan.
  • Provide technical oversight and ensure that entomological monitoring activities at all sentinel sites in Zambia are conducted in accordance with the IRMMP plan and best practices.
  • Managing and strengthening all data collection activities, data recording, data analysis, data interpretation and preparation of entomological monitoring reports.
  • Support the management of the Zambia DHIS2 Entomology database and ensure data is consistently entered timely into the database from all sentinel sites.
  • Participate in the implementation of the following set of entomological field activities in all GRZ/GF sentinel sites:
  • Monitor vector density and behavior to determine the impact of vector control interventions according to the World Health Organization (WHO) standard mosquito sampling methods.
  • Conduct IRS quality of spraying and efficacy of ITNs
  • Perform contact bioassays to measure the residual efficacy of sprayed insecticides on walls and to evaluate insecticidal activity of ITNs.
  • Monitor vector susceptibility to currently used and candidate WHO recommended public health insecticides, including insecticide resistance intensity, resistance mechanisms and synergist assays.
  • Coordinate and work with identified entomology laboratories to facilitate and obtain results of molecular and biochemical analysis of mosquito samples.
  • Assist in developing and updating standard operating procedures (SOPs) and checklists for mosquito collection techniques and disseminating of entomological results to all stakeholders and partners.
  • Participate in and support ITN Durability Studies in the field.
  • Develop training manuals for entomological surveillance in accordance with IRMMP plan and entomological surveillance plan, with a decentralization eye.
  • Participate in and support vector control operational research and program evaluation activities as applicable.
  • Publish results from entomological monitoring and operational research activities in peer-reviewed journals as applicable.
  • Generate and disseminate annual reports to all stakeholders and partners.
  • Establish a procurement plan for entomological equipment and supplies.
  • Review the implementation of the operational plan, using the malaria scorecard.
  • Develop novel insecticides/tools/products evaluation guidelines.
  • Provide quality assurance from mosquito collection points through information use.
  • And any other vector control responsibilities that may be assigned.

About the Organization

The National Malaria Elimination Program (NMEP) is organized along all the administrative levels of government, at National, Provincial, district and facility Levels in providing malaria preventive and curative services. The health facility catchment area is the operational units of the Malaria Elimination Program.

Zambia has been implementing a multitude of interventions to fight malaria. Amongst the interventions, vector control is critical as the country transitions from burden reduction to elimination of malaria. In this regard, the country has adopted the integrated vector management (IVM) strategy as a key platform for vector control. However, successful deployment of the approach is dependent on availability of competent human resource and infrastructural capacity.

Role Function: Database Management, Health Worker or Volunteer Management, Monitoring and Evaluation / Quality Improvement
Issue Area: Environmental Health, Health Financing, Health System Strengthening
